In North Dakota, the smuggling and consumption of methamphetamine is the main concern for law enforcement and public health officials. Presently, no sole drug smuggling organization controls meth distribution. Mexican poly-drug organizations have supply sources in Mexico, California, and Washington, and ship meth into North Dakota through independently owned vehicles, Amtrak trains, and Greyhound buses. Fewer amounts of meth are mailed through U.S. mail and Federal Express. Mexico-based drug smuggling organizations control the shipment of marijuana from the Southwest Border to North Dakota. Independently owned vehicles and commercial mail carriers are utilized to transport small amounts, specifically, between five and ten pounds. Local harvesting of marijuana is performed on a relatively small level.

 

Cocaine is not the chosen stimulant anymore, with meth surpassing cocaine in this area many years ago. The Fargo Resident Office cites relatively small occurrences involving cocaine.

 

Heroin distribution and consumption have not been a substantial issue in North Dakota. Heroin smuggling is a low priority for law enforcement personnel in North Dakota. Almost all the heroin found in North Dakota, primarily in Fargo, is Mexican black tar heroin.

 

In North Dakota, the meth threat is a two-pronged issue. Large amounts of meth produced by Mexican organizations based in California and Washington are shipped into and distributed throughout North Dakota. Meth is produced in small, toxic labs with the ability to produce only a few ounces each time. North Dakota’s State General Assembly passed legislation, which emphasized that every person who buys a product containing pseudoephedrine has to show photo identification. This legislation has caused a marked decrease in the local production of meth, and a substantial decrease in thefts of anhydrous ammonia, frequently used in the "Birch" meth manufacturing strategy.

There have been only small indications that club drugs are shifting into the Fargo area in limited amounts.

 

 

The presence of marijuana harvested in Canada (B.C. Bud and hydroponically grown) has grown drastically. Canadian drug organizations from Vancouver and Manitoba utilize the wide North Dakota border with Canada to transport these kinds of marijuana into America. However, most of the marijuana was destined for regions outside of North Dakota.

 

According to recent investigations, the diversion of hydrocodone products is occurring in North Dakota. General methods of diversion are illicit sale and distribution by health care professionals and workers, doctor shopping, forged prescriptions, and the Web.

 

The DEA Regional Enforcement Teams is a program implemented to augment current DEA division resources by honing in on drug organizations operating in America where there is a shortage of sufficient domestic drug law enforcement. This program was implemented in 1999 in response to the threat caused by drug smuggling organizations that have established networks of units to perform drug smuggling activities in smaller, non-traditional trafficking areas in America.

 

The DEA Mobile Enforcement Teams, a cooperative program with state and local law enforcement personnel, was implemented in 1995 in response to the tremendous issue of drug-related violent crime in towns and cities across the country. Since the creation of the MET Program, 473 deployments have been finished country-wide, resulting in 19,643 arrests. In North Dakota, there have been no MET deployments.
