The state of Indiana is an involved drug transportation and distribution area. The northern part of the state is situated on Lake Michigan—a main waterway within the St. Lawrence Seaway system providing international shipping for all areas of the Midwest. Seven interstate highways and 20 U.S. highways allow interstate and intrastate connections for drug smuggling, particularly with California and the southwest border. Highway and airline smuggling are the main methods of drug importation, with busing systems coming in second. Mexican criminal organizations are the main wholesale distributors of marijuana, powdered cocaine, and meth within the state of Indiana.

Powdered cocaine is easily accessible throughout Indiana, and crack is mainly accessible within the urban regions. Cocaine costs have risen throughout Indiana and purities have declined. The Mexican smuggling organizations handle the distribution of cocaine to Caucasian, African American, and Hispanic groups.

Heroin is accessible in central Indiana but generally in lower amounts. In northern Indiana, heroin deriving from various sources, such as South America, Southwest Asia, and Mexico, and is accessible. Hispanic smuggling organizations smuggle, distribute and dominate Mexican heroin sales.

The smuggling and abuse of methamphetamine in Indiana has risen significantly over the past ten years. Mexican smuggling organizations are shipping from 15 to 25 pounds consecutively with purity levels ranging from 25 to 85 percent. These organizations frequently cut the product with Methylsulfone at least two or three times before distribution. The local meth distributors running small, toxic labs, typically constructed in barns or residential properties, distribute meth with purity levels ranging from 30 to 80 percent. They frequently produce enough meth for personal use and sell small quantities.

In Indiana, the abuse of club drugs such as MDMA, GHB, Ketamine, and LSD is not a substantial issue. Overall, it has stayed stable

Marijuana abuse continues to be a substantial issue in Indiana. Mexico-produced marijuana is shipped and distributed by Mexican organizations. Shipping is typically by tractor-trailers in multi-hundred pound amounts. Locally-produced marijuana is grown throughout the state of Indiana at indoor and outdoor grow campsites. The outdoor sites are generally situated in farm fields, wooded areas, National Forests, public lands, or in close proximity to riverbanks. Indoor grows are situated in private residences or big barn-type buildings on private property. As a result of the DEA’s Domestic Cannabis Eradication/Suppression Program, the Indiana State Police destroyed over 27, 000 marijuana plants in Indiana during 2008.

Over-the-counter pseudoephedrine products’ diversion is a main contributor to clandestine meth manufacturing. Retail stores keep tabs on inappropriate retail level purchases by individuals. Further, OxyContin remains a threat, and hydrocodone and benzodiazepines continue to the main pharmaceutical drugs abused throughout Indiana. The state expanded the prescription-monitoring program by including Schedule II to Schedule V pharmaceutical drugs.

According to current investigations, the diversion of hydrocodone products remains a problem in Indiana. The main methods of diversion are the illegal sale and distribution by health care professionals and workers, doctor shopping, and forged prescriptions. Xanax, Valium, and methadone are also among the most frequently abused and diverted pharmaceuticals in the state of Indiana.
